Job Summary: This work is performed under the general supervision of the City Manager. This position performs a variety of professional duties to ensure City of Adel residents have full access to community services and resources; facilitate communication and promote awareness, understanding and involvement in the City’s planning and decision-making process; address issues, improve relations and identify opportunities for improving service delivery and engagement between diverse sectors of the community and City departments; provide oral and written communication.

Physical Demands: This position involves frequent talking, hearing, standing, walking, and sitting, and occasional lifting of light and heavy objects, carrying, balancing, stooping, kneeling, crouching, and crawling.
Work Environment: This work is performed in an office and outdoors and involves exposure to hot and cold temperatures and inclement weather. General office equipment including computers, calculators, scanners, printers, copiers, and telephone equipment will be used.

Essential Functions:
- Develop, manage, and oversee public engagement strategies for City initiatives, projects, programs, and services; research and review public engagement best practices; review, measure and analyze engagement activity, effectiveness, and outcomes.
- Work with City staff across multiple departments to identify engagement needs and develop project- level strategies for public involvement.
- Plan and coordinate efforts for City programs to develop key communication messages to increase public participation and promote awareness of needs and services; create content and graphic design for various communication components and distribute information through various printed and electronic media, meetings, workshops, conferences, and the internet.
- Analyze neighborhood issues and create programs to address those issues as requested; create sustainable and measurable partnerships between neighborhoods, citizens, and the City.
- Plan and coordinate a wide variety of community special projects and City-sponsored events.
- Promote the City and educate targeted audiences regarding city programs, activities, and initiatives.
- Manage and monitor the City’s Website for accuracy of information and update as necessary.
- Directs and oversees the City’s Code Enforcement functions.
- Manages the grants acquisition process including implementation, administration, and maintenance.
- Investigates complaints of City code, appropriate zoning ordinances, sign regulation and related laws, ordinances, or codes; issues courtesy notices, notices of violation, citations, correction notices, and stops work orders to ensure compliance: conducts follow-up investigations to ensure compliance with applicable codes and ordinances.
- Other duties as assigned.

- Maintains a current, comprehensive, knowledge and awareness of applicable laws, regulations, principles, and practices relating to planning and development administration.
- Attends webinars, meetings, workshops, hearings, and training sessions as required.
Minimum Job Requirements:
- Knowledge and level of competency commonly associated with the completion of a bachelor’s degree in public administration, communication, journalism, marketing, or a related course of study.
- Sufficient experience to understand the basic principles relevant to the major duties of the position, usually associated with the completion of three to five years previous experience. Previous state or local government, media/social media, and drafting press releases experience are preferred.
- Possession of or ability to readily obtain a valid driver’s license issued by the State of Georgia for the type of vehicle or equipment operated.
